Giannis Rallis led a Nazi puppet government in Greece during World War II, claiming his collaboration was to prevent a communist takeover. He formed the Security Battalions to fight Greek resistance groups, but his regime stood by as the Nazis looted the country, causing a devastating famine that killed hundreds of thousands, and deported over 50,000 Greek Jews to their deaths. Rallis's credibility as a protector of his people was lost as the Nazis committed massacres and brutal reprisals against villages. Following the German retreat, a civil war erupted between the communists and government forces, which Rallis had feared.
