據政府2020年發布的《香港貧窮情況報告》，政策介入前香港有165.3萬貧窮人口，也是各先進國家及地區中，貧富差距最大的地區之一。2013年政府首次設立官方貧窮線，訂在住戶收入中位數的50%，貧窮的原因複雜而環環相扣，而在疫情期間，政府亦推出各式各樣的津貼同補助，在2022年財政預算案，亦提出寬減差餉、薪俸稅、提供電費補貼、住宅租金開支扣除、對各種社福津貼發放額外援助等，又向市民發放新一輪一萬元的電子消費券，以減輕疫情為市民帶帶來的衝擊。
