Grease and line two 8–9 inch (20–23 cm) pans with parchment. 2. **Mix dry ingredients**: Sift together flour, cocoa, baking soda, baking powder, salt, and sugar. 3. **Add wet ingredients**: Make a well, add eggs, oil, sour cream, milk, and vanilla.
