*کار اعمار پارک شهرنو از طریق پروژهٔ مشارکت عامه و خصوصی آغاز شد!* کار اعمار و بازسازی اساسی پارک شهرنو از سوی شاروالی کابل از طریق پروژهٔ مشارکت عامه و خصوصی، به ارزش (۱٫۹۰۴۰۲۸۲۹۴) یک میلیارد، ۹۰۴ میلیون، ۲۸ هزار و ۲۹۴ افغانی آغاز گردید. پارک شهرنو با مساحت مجموعی ۹۰٬۶۶۳ متر مربع، یکی از قدیمی‌ترین و مهم‌ترین فضاهای تفریحی شهر کابل به‌شمار می‌رود که به‌دلیل فرسودگی زیربناها و کمبود امکانات معیاری، نیازمند بازسازی اساسی بود. بر اساس پلان بازسازی، در ۱۲٬۹۸۸ متر مربع که ۱۴.۳۲ فیصد از مساحت پارک، تأسیسات تجارتی و خدماتی شامل اعمار مارکیت تجارتی بلندمنزل، مارکیت زیرزمینی، مارکیت ویژهٔ زنان، تفریحگاه‌ها، رستورانت‌ها، مسجد شریف، حوض آب‌بازی، پارکینگ وسایط نقلیه، ساحات ورزشی و فرهنگی و صالون فاتحه‌خوانی، در مدت سه سال و مطابق معیارهای بین‌المللی اعمار خواهد شد. همچنان، در مساحت ۶۸٬۲۱۸ متر مربع، غرس درختان زینتی، تنظیم فضاهای سبز، تطبیق سیستم حفظ محیط زیست و ایجاد امکانات تفریحی سرباز و سرپوشیده، از جمله کمپلکس ورزشی، باغ‌وحش کوچک، پارک آبی، گلخانه، گالری هنر و فرهنگ و سونا پیش‌بینی گردیده است. علاوه بر آن، در مساحت ۹٬۴۵۶ متر مربع، پیاده‌روهای معیاری ساخته خواهد شد. پس از تکمیل این پروژه، استفاده از بخش‌های عمومی پارک برای شهروندان به‌صورت رایگان فراهم شده و پارک شهرنو به یک فضای سالم، مصئون و خانوادگی مبدل خواهد شد. همچنان بر بنیاد مفاد قرارداد، شرکت مجری پروژه هیچ‌گونه صلاحیت در خصوص فروش، گروی، انتقال امتیاز سرقلفی، واگذاری تأسیسات و یا استفادهٔ انتفاعی از ساحات عامهٔ واقع این پارک را ندارد. بر اساس مدل مالی پیش‌بینی‌شده، عواید این پروژه برای مدت ۳۰ سال تنظیم گردیده و طی این مدت، ۳۰ درصد از مجموع عواید تأسیسات تجارتی پروژه به‌گونهٔ منظم به حساب عواید شاروالی کابل واریز می‌شود. _*Construction of Shahr-e Naw Park Launched Under Public–Private Partnership Framework*_ Kabul Municipality has initiated the comprehensive reconstruction and development of Shahr-e Naw Park through a public–private partnership project, with a total cost of 1,904,028,294 Afghanis. Covering an area of 90,663 square meters, Shahr-e Naw Park is regarded as one of Kabul’s oldest and most significant recreational parks. Due to the absence of standard facilities and the deterioration of its infrastructure, the park required fundamental rehabilitation. According to the reconstruction plan, various commercial and service facilities will be developed on 12,988 square meters of land over a three-year period, in accordance with international standards. These facilities include a high-rise commercial market, an underground market, a women’s dedicated market, recreational spaces, restaurants, a mosque, a swimming pool, vehicle parking, sports and cultural facilities, and a condolence hall. Additionally, 68,218 square meters of the park will be allocated to ornamental plants and saplings, green areas, an environmental protection system, and both covered and open recreational facilities, including a sports complex, a small zoo, a water park, greenhouses, art and cultural galleries, and a sauna. Furthermore, pedestrian walkways covering an area of 9,456 square meters will be constructed as part of the project. Once completed, residents will be able to make effective use of the park’s public spaces, and Shahr-e Naw Park is expected to be transformed into a safe and appropriate recreational destination. Under the terms of the contract, the contracting company is not allowed to sell, mortgage, sublease, or commercially exploit the park’s facilities.
