He is accused of engaging in telecom fraud, operating online casinos, human trafficking, illegal confinement, and the abuse of laborers. His alleged money laundering network reportedly spans multiple countries and regions, including Cambodia, Hong Kong, and Singapore. The United States Department of Justice has already indicted him and frozen his 127,271 Bitcoin, valued at approximately US$15 billion. The United States sanctions list names 146 individuals and companies, detailed within a 68-page indictment. HK01 reporters searched company registry records globally and analyzed documents, reportedly uncovering a vast network extending beyond those listed in the sanctions. This network allegedly includes Chen Zhi's group, which reportedly controlled three Hong Kong-listed companies. HK01's investigation details findings exploring how he allegedly manipulated Hong Kong's three listed companies, acquired an entire commercial building in Tsim Sha Tsui, and purchased a US$167 million villa at The Peak's Mount Nicholson development. Through Hong Kong companies, he allegedly controlled the world's largest Cuban cigar merchant, a business also linked to the "Macau Junket King," Alvin Chau. Chen Zhi also allegedly leased an uninhabited island in the Pacific island nation of Palau, situated near a United States military radar installation. This deal reportedly involved an intermediary linked to the figure nicknamed "Broken Tooth," Wan Kuok Koi.
