On Tuesday, November 18, the Ombudsman finally filed the first cases in the flood control corruption controversy — graft and malversation charges against ex-congressman Zaldy Co and others. But if we consider the larger scandal, that what we actually have now is a contractors’ Congress, then we can say that the first cases were in fact filed earlier — by a private lawyer. On October 2, Attorney Marvin Aceron filed a complaint with the Senate ethics committee against Senator Chiz Escudero. And, on November 14, Aceron filed multiple charges with the Ombudsman against Escudero, in the senator’s capacity as former governor of Sorsogon province. What happens now?
