Two women (who are actually men) in long skirts gossip beside a fence. Two men on the other side of the fence sneak up and (like the title says) nail the ladies' skirts to the fence. The men run off when the women discover them and what they did. The film is notable for the way it moves the actors to the other side of the fence rather than moving the camera.
