Run by one man known only as The Illusive Man, Cerberus would build their forces and transform into one of the largest military operations within the galaxy during the events of The Reaper War. Using any and all races for their illegal experiments Cerberus would become known as a terrifying and unethical organisation that would undermine everything the Citadel councils were trying to build.
