Initial police investigations led to a false lead with a safe mechanic, and an opportunist attempted to extort Packer, but the true culprits remained elusive. Suspicions soon focused on a master safe cutter known as "Mr. X," who had a close, potentially romantic, connection with Packer's former private secretary, Pat Wheatley. The police investigation stalled due to a lack of new leads and was eventually shut down, and Wheatley later died without ever revealing her knowledge.
