The U.S. and Ukraine have signed an agreement to establish the U.S.-Ukraine Reconstruction Investment Fund. Commonly referred to as the rare earth minerals deal, it could ensure an American presence on the ground, given that Trump’s administration cannot commit explicitly to any security guarantees for Ukraine, or specifically a security guarntee based on sending U.S. troops.
