When he first conceived his master plan, it were the Elves who were the target of Sauron’s domination through the Rings of Power. They were, by far, the most powerful of all the Free Peoples of Middle-earth, as well as the most effective in their distrust of outsiders bearing gifts of knowledge. As such, they refused to themselves wear the mighty Rings that they forged together with Annatar, who was the disguised Dark Lord come to them. As such, Sauron was forced to alter his plans, and try to attain direct control of some of the other races, such as the Dwarves and the Humans. Thus the Gwaith-i-Mírdain, the Elven brotherhood of Jewel-smiths whose ranks had been infiltrated by Annatar, created under the very noses of the Elven-kings under the sky, the Seven for the Dwarf-lords in their halls of stone, and the Nine for Mortal Men doomed to die, All to serve the Dark Lord on his dark throne. The Seven and the Nine were given to their bearers with promises of great powers, though, naturally, he failed to tell them of the spells, twisted into those small pieces of metal, which would, over time, completely bind them to him, and turn them into powerful, devoted servants of Sauron. And in the end, that is precisely what happened… to the human bearers. They became the dreaded Ringwraiths, not the Seven Dwarf-lords… So… what was so different about the Dwarves? Seven of them had received greater Rings of Power and did use them regularly.
