1984年3月3日，中组部青干局召开了一场“干部子女座谈会”，主要讨论一份专门关照提拔干部子女的文件发不发，若是要发，写什么？ 当时，中共的高层权力掌握在两个人手里：邓小平和陈云。邓小平掌握军队，陈云掌握人事。陈云的儿子陈元第一个发言，说：“如果一个阶级，对自己的子女都没有把握，他就不配称为统治阶级。对干部子女政策的出发点，应是阶级利益，它是阶级政策的一部分。” 当时在青干局任职的阎淮，把这件事，写进了他后来的一本书中。闫淮感慨道：青年干部局发生的事，清楚地表明，统治阶级保卫自己子女的利益是毫不含糊的。 也就是在这样的一个大背景下，诞生了一个政治神童：红二代赵乐际。他被火速提拔，37岁成为中国最年轻的副省长、42岁成了最年轻的省长，46岁成为了最年轻的省委书记，升官的速度比习近平还快！
