VENICE, CA — Tuesday, November 25, 2025 — A multi-agency cleanup operation moved through a public parking lot on Main Street in Venice on Tuesday morning, where Los Angeles Police officers detained a homeless woman after she took longer than directed to clear her belongings. Officers placed her in handcuffs so sanitation crews could proceed and issued a citation for violating Los Angeles Municipal Code §56.11, which prohibits storing personal property in public rights-of-way when it obstructs access or creates health and safety concerns. The operation at 301 S. Main Street was conducted under a Notice of Major Cleaning posted 48 hours in advance, part of the City of Los Angeles’ ongoing efforts to maintain sanitation, safety, and accessibility in high-traffic public spaces. The effort brought together the Department of Public Works, LAPD, Environmental Compliance Inspectors (ECI), Clean Harbors Environmental Services, the Los Angeles Homeless Services Authority (LAHSA), and a homeless coordinator from Councilwoman Traci Park’s office. Inspectors distributed 60-gallon bags and reminded individuals camping in the lot of the municipal code requirements, which restrict the amount of property that can remain in public pathways. Most people gathered their belongings and complied with instructions, allowing cleanup crews to move in. Hazmat specialists identified and removed hazardous materials including batteries and aerosols, while Public Works staff cleared trash, bulky items, and accumulated debris. LAHSA outreach teams provided bottled water, food, hygiene supplies, and offered referrals to supportive housing and mental-health services throughout the operation. Representatives from Councilwoman Park’s office coordinated communication among the agencies on scene. No arrests were reported, and only a citation was issued.
