The city of Narva in Estonia borders directly on the Russian town of Ivangorod, making it the EU’s external border. But that’s not all—Narva itself is also heavily influenced by Russian culture. A large part of the population identifies as Russian and speaks the language. Given the current political situation, this could become a problem: There are concerns that Russian leader Vladimir Putin might use this very spot to test NATO’s unity.
