None of the outsiders can enter, but the noise of never-ending construction, and scooters whirring up and down the ramps echo down the street. Mysterious stories are passed around with hushed voices: kidnappings, body parts thrown off the heliport, children falling to their death, and the mob boss who ruled over all… Despite all of this, some spoke of the tower in an awestruck way, wishing they could live there, day-dreaming about what life would be like inside the world's only self-governing vertical city.
