In the ASOIAF lore, a case can be made that Viserys Targaryen was the worst king who ever ruled. He wasn't cruel like Maegor or spiteful like Aegon the Unworthy, but his incompetence led to the Dance of the Dragons civil war. King Jaehaerys left him a stable and prosperous realm, and he fumbled the bag tremendously, along with his family's dragon power. In House of the Dragon, Viserys is a sympathetic character despite his mishandling of every relationship in his life, such as his two wives, his brother Daemon, and his children, Rhaenyra, Aegon, etc. But George RR Martin has praised the HBO version of Viserys, and if he could go back and write the story again, GRRM would make his Viserys more like Paddy Considine's.
