As he delves deeper, Miller uncovers a shocking conspiracy: the authorities themselves plan coordinated attacks to profit from fear through their Guns, Oil, and Drugs policy, with local gangs tied to the plot. Torn between duty and conscience, Miller fights back violently against Jones’ crew, but tragedy strikes when an innocent woman dies in the crossfire, and Miller is ultimately killed by a boy he once tried to save from gang life, leaving the line between hero and pawn agonizingly blurred.
